Animal rights activists in Oregon are advancing their latest introduction of Initiative Petition (IP) 28, previously known as the People for the Elimination of Animal Cruelty Exemptions Act.
The measure is a proposed ballot initiative filed with the state of Oregon intended for the November 2026 general election. If enacted, the measure would essentially criminalize many basic animal husbandry practices by amending the Oregon Revised Statutes’ definitions of animal cruelty and sexual assault.
To make it to the ballot, the measure must receive 117,173 signatures from registered voters in the state of Oregon. As of Nov. 21, 2025, the petition had already earned 87,776 signatures. This marks the third attempt the campaign has rallied to put the measure on the ballot, with attempts made in 2022 (IP13) and 2024 (IP3). Those measures failed to gather enough signatures.
“We believe everyone should be equally protected under the law, and that all animals deserve equal consideration, regardless of whether or not we consider them our companions. All animals deserve a life free from cruelty,” petitioners said on their website dedicated to the cause.
