USDA settles $25M livestock case

USDA has reached a settlement with ADD Enterprises Inc. and Salvatore Anthony DiMaria of Pico Rivera, CA, over alleged violations of the Packers and Stockyards Act.

A USDA investigation found that the company and DiMaria failed to pay $25.27 million for livestock purchased between August 2022 and August 2025. When USDA filed its complaint in January, nearly $24.6 million remained unpaid to livestock sellers. USDA also assessed a $24.59 million civil penalty.

The penalty can be reduced dollar for dollar by payments made to livestock sellers or amounts otherwise satisfied with sellers’ approval.
