The Oregon Department of Agriculture is requesting feedback on its proposed rules for confined animal feeding operations (CAFOs).

Senate Bill 85 was signed into law in July 2023, which created new rules for Oregon CAFOs. The Oregon Cattlemen’s Association has opposed the law. The department said the rules intend to clarify what operations require a CAFO permit and address permit consideration in ground water management areas and critical ground water areas. The department estimates there are 362 small and medium operations on a CAFO permit, and 17 of the smallest permitted operations will not constitute CAFOs under the new definitions.

To submit comments, email rulemaking@oda.oregon.gov with the subject line “SB 85 Rules” by July 22 at 5 p.m. There will also be a virtual public hearing held via Teams on July 15 at 1 p.m. PDT at tinyurl.com/4wayvxuu.
