The Federal Communications Commission (FCC) on Dec. 22, 2025, announced that foreign-made unmanned aircraft systems (drones) should be included on the FCC’s Covered List, unless determined otherwise.

The FCC Covered List includes a list of communications equipment and services that are deemed a national security risk. Drones or drone critical component parts produced in foreign countries pose “unacceptable risks to the national security of the United States and to the safety and security of U.S. persons,” the FCC said in a fact sheet.

The new determination does not affect the ability to use drones previously purchased or sell drones approved for use earlier in 2025, only new models.
