A Texas & Southwestern Cattle Raisers Association (TSCRA) investigation has led to the arrest of a man accused of failing to pay nearly $200,000 for cattle purchased at two livestock auctions.
Payton Dean Carroll was arrested Aug. 21 in Chambers County on livestock theft warrants from Austin and Navarro counties. Authorities allege Carroll failed to pay $58,857 for cattle in the Navarro County case and another $133,591 for cattle purchased in Austin County in 2025. A grand jury indicted him in the Austin County case on Aug. 19.
TSCRA special rangers worked with local authorities to arrest Carroll, who was booked into the Austin County Jail on two third-degree felony charges. Both investigations remain ongoing.
