A proposed amendment to the Senate Budget Resolution that would have prohibited cuts to agricultural programs in the 2018 Farm Bill was ordered to “lie on the table” ahead of the 2018 budget bill. The Senate overwhelmingly passed H.R.2810—National Defense Authorization Act for Fiscal Year 2018—with a vote of 89 to 8, in which the amendment was not included. H.R. 2810 is part of the suite of bills making up the budget bill, H.Con.Res.71, which the Senate passed narrowly with a vote of 51 to 49. The proposed amendment was proposed by Sen. Debbie Stabenow (D-CA). Both the House and the Senate must pass identical versions of a bill before it becomes law. The current suite of budget bills passed by the different branches of Congress require significant difference resolution.
