WY governor vetoes PRIME Act

Wyoming Gov. Mark Gordon (R) vetoed the Wyoming Processing Revival and Intrastate Meat Exemption (PRIME) Act, saying it would increase confusion for processors and consumers.

The bill would have allowed the sale of meat products from a “custom slaughter facility” not overseen by federal regulators.

“Enacting a state law without Congress having already passed the federal PRIME Act would only mislead consumers who might actually assume the provisions on the state law would be active,” Gordon wrote.

“Because the actions this act contemplates only become effective if the federal PRIME Act is passed, this law would remain dormant.”

He continued that if the Wyoming bill was implemented in its current form it could delay Wyoming’s implementation if Congress doesn’t pass the legislation in its current form.

“Regardless of their merits, I find trigger bills to be troublesome because the Legislature is creating law on an event that is yet to occur,” Gordon said.
