The House Energy and Commerce Subcommittee on Consumer Protection and Commerce passed the Save America’s Forgotten Equines (SAFE) Act in June, and a full committee markup is expected soon.
The SAFE Act would codify a ban on transporting, purchasing or selling horses if the horses may end up at slaughter facilities if intended for human consumption.
The bill is opposed by the Public Lands Council, which calls the bill redundant. The group also says the legislation creates a burden on anyone who believes an animal may end up at slaughter, creating a “speculative and inefficient” standard.
