The Oregon Secretary of State Elections Division received a certified ballot title from the attorney general on June 13 for Initiative Petition (IP) 2024-003, or IP 3, which would drastically alter the definitions and exemptions for animal cruelty under the Oregon Revised Statutes.
The petition is proposed for the 2024 general election. It was originally proposed for the 2022 election as IP 13 but failed to gather enough signatures.
The initiative is backed by End Animal Cruelty, a Section 527 political nonprofit petition committee based out of Portland, OR, and chief petitioner and animal rights activist David Michelson.
IP 3 is largely the same as IP 13, but it would also prohibit anyone convicted of animal cruelty from possessing any animal for either five or 15 years, depending on the severity of the crime.
