Legal Ledger Brief: CA anti-CAFO bill does not advance

California Assembly Bill 2764, a bill that originally would have prohibited the creation or expansion of commercial animal feeding operations (CAFOs), did not meet the deadline to pass out of its policy committees and is dead for the year.

Assembly Member Adrin Nazarian (D-46-Van Nuys) amended the bill after much opposition to merely conduct a study on CAFOs. The legislation was sponsored by animal rights group Direct Action Everywhere, which upon hearing of the bill amendment, staged a protest at the California Capitol on April 6.

The protest included a supporter gluing her hand to the witness table at an Assembly Agriculture Committee meeting. The animal activist group planned to protest again over “factory farming” during the April 27 Ag Committee hearing.
