Animal activists in Oregon are already geared up to place another animal rights measure on the ballot, this time for the 2026 election.
The same activists behind Initiative Petition 3 have submitted another petition, IP 2026-028, to the Oregon Secretary of State. The People for the Elimination of Animal Cruelty Exemptions (PEACE) Act reads largely the same as IP3 but changes the misdemeanor classifications for animal abuse.
The new petition also includes new penalties for individuals convicted of animal abuse, such as 100-300 hours of community service at an animal care facility. The petition would also establish a “Humane Transition Fund” to provide grants to assist in the “individual and societal transition away from engaging in activities that would become prohibited by the implementation of this Act.”
